The late-Victorian Italianate and Second Empire style building is notable for its intricate masonry, including a relief sculpture of a steam locomotive in its pediment and livestock heads at many of the windows, both commemorating the importance of local industries. The renovation of this 1873 building restored the primary facades of the building and included cleaning, repair and repointing of the limestone masonry, structural stabilization of severely deteriorated column capitals, restoration of the cast iron cornice, restoration of wood windows, and replacement of copper gutters and downspouts. All city government functions remained operating in the building during construction.
